In Paper Mario, the badge drops from a special item block on Pleasant Path, right before the player enters Koopa Village. The special item block will spawn after the player successfully hits the three normal item blocks in the correct order (left, right, center).
In Paper Mario: The Thousand-Year Door, the badge is given to the player as their reward for solving Ms. Mowz' trouble, which requires the player to travel to Hooktail's Castle and find it.
