We can only assume the underglow lights and hydrolics were dissengaged in all the games it's appeared in.
Wario's car was simply called "Wario Car" in Mario Kart: Double Dash!!, and was later renamed "Brute" in Mario Kart DS. Brute's first appear was in Wario Land 4.
