Citadel: Signal Tracking is obtained by examining a suspicious gambling terminal in Flux.

There is a display to examine in the Presidium-Wards Access Corridor, followed by the hardware to the back of Barla Von in his office. It then redirects you to an AI that is in the back office of the Emporium next to Barla Von's office.

Once engaged in conversation with the AI, it activates a self-destruct mechanism. You can deactivate it with a minigame.
