Citadel: The Fan is obtained by speaking to Conrad Verner at the Markets down in the Wards, shortly after your first meeting with the Citadel Council; additional meetings are usually available after major plot missions. This is the first of several conversations you have with him. On the first meeting, he asks for an autograph. On the second meeting, he asks for a photo.
